ROUGH CUT (NO REPORTER NARRATION) STORY: Former Texas Governor Rick Perry called the unemployment rate a "sham" as he called on the Republican party to help the middle class in an address at the Conservative Political Action Conference, being held at National Harbor, Maryland, near Washington, D.C.. The January unemployment rate stood at 5.7 percent, but Perry said it does not include everyone seeking a job. "If the Republican party does not take a stand for these uncounted Americans -- who will?" The former Texas governor is facing abuse of power charges but has said in the past it has not affected his decision on whether to run for the presidency.
