Ukrainian President Petro Poroshenko, attending an EU summit in Brussels, says the EU has agreed to prepare new sanctions on Russia. (SOUNDBITE) (Ukrainian) UKRAINIAN PRESIDENT, PETRO POROSHENKO, SAYING (ACCORDING TO OFFICIAL TRANSLATION): "We thoroughly discussed the sanctions. Based on my proposals, which were supported by the majority of the member states, new sanctions could possibly be implemented." He warns that Ukraine is on the brink of a full-scale war. (SOUNDBITE) (English) UKRAINIAN PRESIDENT PETRO POROSHENKO, SAYING (ACCORDING TO OFFICIAL TRANSLATION): "I think we are very close to the point of no return. The point of no return is full scale war, which already happened in the territory controlled by separatists and where - instead of separatists - there are regular Russian troops. And any offensive action, which would be undertaken, if it happened, would be the point of no return." But Poroshenko says there's a chance that a ceasefire could be reached during a meeting on Monday, which is expected to include representatives from Moscow, Kiev, and the EU.
