EU leaders see Lisbon in force by December 1

BRUSSELS (Reuters) - The European Union expects its Lisbon reform treaty to go into force on December 1 after Czech President Vaclav Klaus signed it on Tuesday, removing the last hurdle to a charter intended to give the bloc more global clout.

Klaus signed the treaty after the Czech constitutional court threw out a legal challenge. It was the last of the 27 member states to ratify the treaty.

The EU's Swedish presidency said it would like all remaining details to be put in place so that the treaty could come into force on December 1.

"It's now absolutely clear that the Lisbon Treaty will enter into force soon," Jose Manuel Barroso, the president of the executive European Commission, said in statement.

Barroso said the road was now open for consultations on the appointment of a long-term president to head the Council of EU leaders and a high representative for foreign policy with enhanced powers.

"This will in turn allow me to start the process of nominating the new Commission," Barroso said.

He will choose representatives from the member states to form the new commission, a powerful regulatory body, for a five-year term following his re-election in September.

The treaty is designed to make EU decision-making smoother, create a long-term EU president and give its foreign policy chief more power.

Swedish Prime Minister Fredrik Reinfeldt, whose country holds the EU's collective presidency, said he would call an EU summit as soon as possible.

"To finalise the treaty preparations, I will now begin name consultations. As soon as possible, I will also call for an EU summit," Reinfeldt said in a statement. He did not set a date.

European Parliament President Jerzy Buzek told Reuters the assembly could quickly hold approval hearings with the people Barroso nominates to the commission.

"The European Parliament will be ready as of 25 November to start the hearings of the new commissioners designate," Buzek said.
